NOTICE OF RACE7th Grand Prix International de la Côte d’Opale11-12-13 June 2011Location : Boulogne - Dunkerque Organising Authority : Yacht Club Boulonnais, Yacht Club de la Mer du Nord, Ligue Nord-Pas de Calais de Voile with the partnership of Région Nord-Pas de Calais 1. RULESThe Regatta will be governed by:1.1. Rules as defined in The Racing Rules of Sailing, 1.2. National prescriptions for foreign competitors are defined in joined appendix named “prescriptions” if necessary. 1.3. Federation regulations. 1.4. Part B, section II of IRPCAS (International Regulations for Preventing Collisions at Sea) when they replace the rules of part 2 of the RRS. 1.5. O.S.R. doesn’t apply for the GPICO 2010. 1.6. If there is a conflict between languages, the French text will take precedence. 2. ADVERTISINGIn accordance with ISAF Regulation 20 (Advertising Code) as modified by the Advertising regulation of the F.F.Voile, boats may be required to display the advertising chosen and supplied by the organizing authority.2.1 The organizers reserve the right to the free use of pictures, films and videos taken during the GPICO 2011. 3. ELIGIBILITY AND ENTRY3.1.1 The regatta is open to boats in accordance with their own National Authority, conceiving category A and B CE standard or, for the boats of previous conceiving in this standard, officially approved at least in 4th category of sailing.IRC and HN Classes These boats must carry the safety equipment for offshore zone (more than 6 miles at sea - according to the French laws). Foreign boats must be in accordance with their national legislation One Design boats Open 5.7 and J80: These boats must carry the safety equipment for coastal zone (less than 6 miles at sea - according to the French laws). Foreign boats must be in accordance with their national legislation 3.1.2 The regatta is open to: - One design boats from the following classes: Open 5.7 and J80. A 3 day racing program is foreseen on Dunkirk area (the different classes shall compete under their own class rules). - boats racing under IRC, HN and ORC ratings With all reserve, the classes dividing will be the following IRC Classes
Note: The number of boats entered in each class shall determine how the fleet will be divided. It shall be compulsory for each boat to have a crew comprising at least two peoples. The organising committee reserve the right to accept or deny an entry (see RRS rule 76.1) 3.2. The maximum number of boats allowed to compete is: 70. 3.3. 3.6. PAYMENT French competitors : by check (drawn on a French bank only) made out to «Ligue Nord-Pas de Calais de Voile» to be sent with the entry file. Foreign competitors : only in cash € (euro’s) at the registration desk Friday June 11th and Saturday June 11th 2011. 4. SCHEDULE (All times are local time – GMT +2)4.1. Confirmation of entry or registration: Saturday June 11th 2011 from 09.00 hr to 11.00 hr.4.2. Measurement and stamping: June 11, 12, 13 2010 4.3. With all reserve, the programme shall be the following: IRC & HN Programme Saturday June 11th 2011 · Welcoming of competitors at the Yacht Club of Boulogne. · Late entries from 09.00 hrs to 11.30 hrs deadline. · IRC and HN classes: First warning signal at 14.30 hrs for one or several races in the Boulogne Bay Area. · Supper for the competitors offer by organisers. Sunday June 12st 2011 · IRC and HN classes: First warning signal of the day at 09.00 hrs. Coastal race from Boulogne to Dunkirk. · Supper for the competitors offer by organisers. Monday June 13st 2011 · IRC and HN classes: First warning signal of the day at 10.00 hrs in the vicinities of Dunkirk for one or several races. · Prize-giving A.S.A.P. after racing SPORT BOATS Programme 5. MEASUREMENT5.1. Each boat shall produce a valid measurement 2011 certificate.5.2. A readable sail number complying with the measurement rule is compulsory for each boat. 5.3. The Race Committee reserves his right to inspect boats to verify her compliance to measurement and safety regulations rules. 6. SAILING INSTRUCTIONSThe sailing instructions and their appendices will be available :- At the registration desk located at the Y.C. Boulonnais Club House after confirmation of entry Saturday 11th 2011. 7. THE COURSESAt discretion of Race Committee, the courses to be sailed will be as follows:- Windward-Leeward - Olympic triangle - Coastal race 8. PENALTY SYSTEM8.1. For the following classes: IRC 1 & 2 and HN 1 & 2, the penalty following rule 44.1 is a Two-turn.8.2 For the Sport Boats classes: Rule 44.1 is changed so that: the Two-Turns Penalty is replaced by the One-Turn Penalty. 9. SCORING9.1. 2 races are required to be completed to constitute a series.9.2. For boats racing under IRC ratings corrected time will be calculated according to the formula Time on Time 9.3. For boats racing under HN ratings corrected time will be calculated according to the formula Time on Time with Light Wind coefficient. 9.4. The scoring system will follow Low Point system of Appendix A. 10. BERTHING10.1. For information, there is no Rally.From May 11th to June 13th 2011 included, for the boats registered in the GPICO 2011 only, berthing under de sole liability of the owner or skipper is free of charge. 10.2. Boats shall be kept in their assigned places in the harbour. 11. HAUL-OUT RESTRICTIONSBoats shall not be hauled out between the regatta, except with and according to the terms of prior written permission of the Race Committee.12. RADIO COMMUNICATIONExcept in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.13. PRIZESFor each class (If minimum of 10 registered boats per class):- The first boat win € 400 - The second boat win € 200 - The third boat win € 120 Many valuable prizes will be distributed to all other competitors by a lottery. 14. DISCLAIMER OF LIABILITYCompetitors participate in the regatta entirely at their own risk. Decision to race or to continue racing is their own responsibility.The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. 15. INSURANCEEach foreign competitor without an F.F.Voile’s license shall be insured with valid third-party liability insurance with a minimum cover of 1.500.000 Euros.16. RRS 68 (*) : Any claim for damages arising from an incident involving a boat bound by the RRS shall be subject to the appropriate courts and will not be considered by the jury. RRS 70. 5 (*): In such circumstances, the written approval of the FFVoile shall be received before publishing the notice of race and shall be posted on the official notice board during the competition. RCV 86.3 (*): An organizing authority wishing to change a rule listed in RRS 86.1 in order to develop or test new rules shall beforehand submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the regatta. The authorization of the FFVoile shall be mentioned in the notice of race, in the sailing instructions, and shall be posted on the official notice board during the regatta. RRS 88 (*): Prescriptions of the FFVoile shall be neither changed nor deleted in the sailing instructions, except for competitions for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall be neither changed nor deleted in the sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website www.ffvoile.org, shall be the only translation used to comply with RRS 90.2(b)). RRS 91 (*): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the FFVoile. Such notice of approval shall be posted on the official notice board during the event.
